To: EVSTL Players,
As we head into the remaining weeks of league play, I wanted to share some thoughts with you. I have heard that there might be some confusion regarding our league’s bylaws for moving up or down. Maybe I can clarify on a few points. I also want to share a few of my concerns.
Section XIV.H of the EVSTL Bylaws is clear regarding move up and down criteria of its players. The criteria are as follows:
A player is required to move up if they win 75% or more of their matches and 55% of their games while playing at Lines 1 or 2.
A player is required to move down if they have won less than 30% of their games and have not won at least two matches while playing Line 3 or lower.
The move up/down rules are intended to apply to a player having played at least 8 matches at an applicable level (line 1, line 2 etc.), however if a player has not played 8 matches, a club may determine whether sufficient matches have been played to demonstrate whether the player should be moved to another level.
One additional provision included in Section IX.G of the bylaw’s states that the Club’s Executive Committee may conduct a player revaluation that requires a player to move up or down if they believe the player will be successful at another level of play. This provision does not replace the mandatory move-up or move-down provisions of Section XIV.H but allows the club to take into consideration other factors in assessing a player’s performance including maneuvers used to avoid move up/down rules. Club presidents voted this provision in several years ago when bylaws were amended to include Tenniscores.
BACKGROUND
Prior to Tenniscores, the EVSTL used a Ten Cap System which provided an objective method for determining players move-ups and down. Despite some short comings, it did result on fair matches and objective player rankings. The Ten Cap System is no longer available to the EVSTL and has been replaced with Tenniscores. The purpose of this letter is to strongly encourage you to follow our Bylaws and Rules, INCLUDING THEIR INTENT and work within them for assessing whether you should move up or down. We want matches to be fair and competitive. This is a year of transition. We need to allow the move-up and move-down to work for all players.
DISCUSSION
I am noticing that in some instances, players are sitting out matches or playing matches at a lower line than appropriate just to avoid the move-up or move-down rules. This is just the opposite of what we want happening. We want our courts full. The league wants fun and competitive matches. We need you to play and to play at the level of your ability. I have shared this concern with club presidents and captains.
Move Down: Some players that are not having success may not wish to move down. This is very understandable. Captains are encouraged to have players be partnered with multiple players, perhaps giving them a better opportunity for success. I have already shared that the bylaws give each club the ability to re-evaluate a player if there are other factors to be considered. Ultimately the league’s goal is to have fun and competitive matches. We are asking you and your captain, not to try to find ways around the system, but give Tenniscores a chance to work. Please follow not only the letter of the bylaws, but their intent. We want players playing and we need to move players to where they can be successful. The move up and move down “goal posts” are very broad. For those of you who have been around for a while, let’s not go back to “TenCap Flu”.
Move Up: For move ups, let’s face it, some players just want to win, or others may want to continue playing with their teammates when they really should be moving up. We all know that you and your captain can bypass our bylaws by staying under the 8 matches at lines 1 & 2 or playing at line 3 or lower. There are teams that refused to have line 1 or 2 matches, so all matches are listed at 3 or lower. This is not following the intent of our bylaws, it is self-serving, and is not fair to actual line 3 players. Please work with your captain and play at your appropriate level. We are in a year of transition. Let the system work. Over time it will be more fun for all of us.
SUMMARY
Thank you for taking the time to read this message and hope you will see the bigger picture. The move-up and move-down “goal posts” are not onerous. They are very broad and need to be adhered to, to ensure we have fair, competitive matches. I would again appeal to you to allow this transition to work and push back on those around you who want to find ways around it. One a final point. At the end of the season, I will be asking current and incoming presidents to discuss the move-up-down rules within their club and send the EVSTL their thoughts on how the system might be improved. I feel our league is heading in the right direction.
Respectfully,
Larry Delp, President EVSTL
Systems Advisory Committee
